Using state locales instead of countries

I am about to look into this. And ill update this thread as i go, but if anyone wanna chip in - it's appreciated. What i aim for, is to change the country list to states. And then force locale on pageload for example to the locale set as the users state. And then allow the client to be able to have some specific content depending on state.
